Q. i've been checking out bass player rigs on guitargeek.com, and i noticed that most of them just use preamps and poweramps and no amp heads... are they better than amp heads?
A. The head is a power/preamp built together, so there is no real difference. It allows for more customization, and they are usually built to run on higher voltages. And they are easier to lug around separately. Most people mic their amps these days anyways

I only have used head and cabinet so I have NO IDEA what the heck they are.
Is it like preamps are heads and Poweramps as cabinet?

A. ENGL makes good stuff. A power amp is the portion of the amplifier that distributes the power to the other stages of the amp...as in power from the wall socket. It takes the voltage and distributes it to your tubes and transformer and passive circuitry that operates the amp. The preamp interprets your guitars signal and boosts it to meet the wattage supplied by the power amp. In your head both things work together in creating the sound and volume put through your cabinet. Now just because you have a preamp already doesn't mean you can't use another. Lots of guitar players use different kinds of preamps(typically rack mounted) to get their sound. It might be good to go into a music store and ask to try some out.

Q. If anyone owns this amp and has replaced the fuse, I'd like to find out what belongs in it according to factory specs. No guessing please, need the exact original equipment fuse capacity/rating. Used amp had dummy fuse wrapped in tin foil.

If so ,the main fuse is 6A/250V for a 240V/50Hz power supply or 10A/120v for a 120V/60Hz power supply (there are 2 power supply models ,for Europe and USA)!!!
